Seven months have passed since housing authorities across the country received nearly 70,000 vouchers to permanently house people experiencing homelessness. Today, less than 15% are currently in use. While a lack of public funding is often highlighted as a reason for America’s persisting homelessness crisis, the current utilization rate of these unprecedented vouchers reveals that there are more complex factors at play.
Over the next several weeks, a series of articles will explore the purpose, context, and implementation of HUD’s newest voucher program. At the end, elements of our current federal response to homelessness in most need of reform will be compared to models in particularly successful states and countries.
