At the P3 Summit in New York on January 24th, Prof. Debra F. Laefer moderated a fascinating discussion of the legal and financial issues which surround private public partnership implementations. Panelists included Senator Kevin Parker, Carl Oliveri of Grassi & Co, Elizabeth McCarthy of the Port Authority of New York and New Jersey, and Patrick Askew of the New York City Economic Development Corporation.
