In this report, Zhang discusses the increasing frequency and intensity of climate-driven floods, which can lead to rising inequality, mass displacement, and destabilized access to food and water. Zhang presents two mitigation strategies: rapid reduction of greenhouse gas emissions through phase-out or carbon pricing operations, and locally focused adaptation efforts.
