I remember this character because I’ve seen it being used in Chinese-speaking countries, as well as in Korea and Japan, as the local equivalent of tally marks. The character is made up of five strokes, which makes it super convenient for counting purposes. I associate this with the meaning of UNDERGOING because somebody using this character is in the process of counting up the quantity of something.
Since the character does not have a lot of strokes and the strokes are not complicated, perhaps someone was in the middle of writing the character and did not finish doing so.
